First-Timer Buyer’s Guide to Tengah Garden Residences 2026 – Step-by-Step

The first time you buy property in Singapore, the number of acronyms alone can make your head spin. IPA, TDSR, MSR, BSD, MOP, AIP — it’s a lot.

This guide cuts through all of it for first-timers specifically looking at Tengah Garden Residences.

Step 1: Confirm You’re a First-Timer

In HDB’s definition, a first-timer applicant is someone who hasn’t previously received a CPF Housing Grant or purchased a subsidised flat from HDB. Being a first-timer at TGR gives you:

• Priority balloting over second-timers
• Full CPF Housing Grant of up to $30,000
• Higher chance of getting the unit type you want

Step 2: Check Your Eligibility

Before anything else, run through this:

• At least one applicant is a Singapore Citizen
• Combined household income ≤ $16,000/month
• You’ve formed a valid family nucleus (married, engaged, joint singles at 35+)
• Neither applicant owns private property
• Main applicant is at least 21 years old

If all five boxes are checked, you’re eligible to ballot for TGR.

Step 3: Get Your IPA (In-Principle Approval)

An IPA from a bank tells you how much you can borrow. For ECs, you need a bank loan — HDB loans don’t apply. Your mortgage can’t exceed:

• MSR (Mortgage Servicing Ratio): 30% of gross monthly income
• TDSR (Total Debt Servicing Ratio): 55% of gross monthly income (including all other debt repayments)

Get the IPA before the sales launch on April 11. Walk in knowing exactly how much you can borrow and what unit types are within your budget.

Step 4: Attend the Showflat

Sarah and her husband Lim had never bought a property before. They attended the TGR showflat on a Thursday morning, thinking it would take 30 minutes. Two hours later, they were still there, asking about stacks, facing, and the maintenance fee structure.

Go to the showflat. Ask every question. Don’t let kiasu-ness stop you from finding out exactly what you’re committing to. The agents there are there to help, and you’re about to spend $1.6M to $2.8M.

Step 5: Understand the True Cost

First-timers sometimes budget only for the unit price. Here’s what to add:

• Buyer’s Stamp Duty (BSD): On a $2.27M unit — approximately $76,300
• Legal fees: $2,500–$5,000
• Renovation: EC units are typically handed over in bare finish — budget $60,000–$120,000 for renovation
• Moving costs and overlap: If you’re renting while waiting for TOP, factor that in

Step 6: Register for VVIP Preview

First access to unit selection, pricing, and floor plans goes to buyers who register early through the official agent network. You won’t get VIP priority by just showing up on April 11 — you register in advance.

Step 7: Ballot on April 11

The TGR public launch is April 11, 2026. First-timers are given a priority ballot slot. Come prepared with:

• NRIC for all applicants
• Your IPA letter
• 3 months’ payslips (for income verification)
• 5% option fee (cheque or cashier’s order)
• Your list of preferred unit numbers in priority order
