Buying an EC on launch day is 60% preparation, 30% strategy, and 10% luck.
The 10% luck part is the ballot. The 90% you can control. Here’s how.
Understand the EC Balloting Priority System
ECs use a priority ballot system. First-timers get first dibs on units before second-timers. Within each group, the order is determined by a lucky draw (ballot).
The exact split of units between first-timer and second-timer ballots isn’t published in advance. But historically, 70โ85% of EC units are released in the first-timer ballot pool.
If you’re a first-timer, you’re in the better pool. If you’re a second-timer, you may need to wait for second-timer ballot units โ or pick up units first-timers didn’t want.
Register in the E-Application Window Early
The e-application opens typically 2 weeks before launch. Apply on the first or second day.
Why does early registration matter? HDB processes applications in batches. Early applicants get their approval number faster, giving them more time to confirm IPA and bank pre-approval. Last-minute applicants sometimes find their HDB number isn’t ready by launch day.
Prepare 3+ Unit Preferences, Not Just One
The kiasu buyer knows exactly which unit type and stack they want. The smart buyer has three.
For Tengah Garden Walk EC:
– Primary: your ideal unit type + preferred stack
– Backup 1: same unit type, second-choice stack (different floor or orientation)
– Backup 2: adjacent unit type (e.g., if 3-bedroom is gone, 2+Study as alternative)

Study the Floor Plans in Advance
Download or photograph every floor plan at the showflat. Study them at home. Know which stacks face north-south (good ventilation, no direct sun) vs east-west (afternoon sun on west-facing units).
For Tengah Garden Walk EC:
– Waterfront-facing stacks: likely premium price, high demand
– Pool-facing stacks: convenient, moderate demand
– Road-facing stacks: possibly lower price, still fine if higher floors
Higher floors are generally more expensive but have better views. In Tengah Town, the view isn’t dramatically different above the 10th floor given low-rise surroundings.
Bring Two People on Launch Day
Have your co-applicant (spouse/sibling/parent) physically present on launch day. If one of you is in the queue and the other is in the showflat studying units, you can coordinate in real-time.
Bring a charged phone with the floor plan downloaded, and a list of your top 5 unit choices ranked.
Have a Fallback Plan
If you don’t get a unit on launch day, the developer typically releases unsold units for direct purchase within a few days of launch. No ballot โ first come, first served.
Also, units that buyers don’t exercise their OTP on (within 3 weeks of booking) come back to market. Watch the developer’s release list if you miss out on April 11.
