Wei Ling had been divorced for two years. She was 38, had a seven-year-old daughter, and had sold her matrimonial HDB flat. “Can I even buy an EC?” she asked. The answer is yes — but the route depends on the specifics of her situation.
Divorced Buyers: Your Application Route
A divorced SC can buy Tengah Garden Walk EC under several schemes depending on their situation:
Option A: Single, aged 35+, under JSS
If you’re single (including divorced) and aged 35 or above, you can apply under the Joint Singles Scheme with one or more eligible co-applicants. All must be SC, unmarried, and aged 35+.
Option B: With an eligible family nucleus
If you have children from your marriage, you may apply as a single parent with children under the Family Care Scheme, if eligible. Check with HDB directly for current rules under this scheme.
Option C: With a new partner
If you’ve remarried or are applying with a new fiancé(e), your eligibility is assessed as a new couple. The relevant HDB housing grants and EC eligibility rules apply to your new household.
First-Timer Status After Divorce
Your first-timer status depends on whether you previously received HDB housing subsidies:
- If you received a CPF Housing Grant (family/enhanced) when buying your matrimonial HDB: you are a second-timer
- If you bought a BTO flat without any housing grant (rare): you may retain first-timer status
- If you never owned an HDB flat and this is your first subsidised housing purchase: you’re a first-timer
First-timers at EC launches get priority in ballot. Second-timers are eligible but ballot at lower priority.
Resale Levy for Divorced Second-Timers
If you’re a second-timer buying Tengah Garden Walk EC after receiving previous HDB housing subsidies, you may be subject to a resale levy of $15,000–$55,000 depending on your previous flat type. This is payable to HDB and reduces the quantum you can use for your EC purchase.
If both you and your new co-applicant are second-timers, only one resale levy applies (the higher amount).
Widowed Buyers
Widowed Singapore Citizens follow similar rules to divorced buyers. If you’re aged 35+ and single, the JSS applies. If you have children, you may qualify under family-related schemes. First-timer status follows the same principle — dependent on previous housing subsidies.
HDB offers a bereavement track for widowed buyers. Consult an HDB officer or a licensed property agent familiar with EC applications.
Income Assessment for Single-Parent EC Buyers
If you’re a divorced or widowed single parent applying with children as co-occupants (not co-applicants), income is assessed based on the applicant’s income only. Make sure your gross monthly income does not exceed $16,000/month — and that all income sources are properly declared.
