“We bought a BTO in 2016 with the full housing grant. Are we first-timers or second-timers now?” Zhi Wei asked. The answer matters — it determines ballot position, grants available, and whether a resale levy applies to their Tengah Garden Walk EC purchase.
Defining First-Timer and Second-Timer
First-timer: Has never received a CPF Housing Grant or Proximity Housing Grant, and has never previously bought a subsidised HDB flat or EC from HDB.
Second-timer: Has previously received a housing subsidy from HDB — including any CPF Housing Grant, Proximity Grant, or bought a subsidised BTO/EC before.
In Zhi Wei’s case: they received a CPF Housing Grant on their 2016 BTO. They are second-timers.
Ballot Priority: How the Split Works
At every EC launch, HDB mandates that a minimum percentage of units be set aside for first-timers in the ballot:
- 70% of units: allocated in the first ballot round exclusively for first-timers
- 30% of units: open to second-timers (and remaining first-timers if unselected)
This means first-timers face significantly less competition per unit than second-timers at launch. For popular units (3-bedroom and 4-bedroom at Tengah Garden Walk), being a first-timer can mean the difference between securing your preferred unit or being balloted out.
CPF Family Grant: First-Timers Only
First-timer EC buyers are eligible for the CPF Family Grant of up to $30,000 (income ≤$10,000/month) or $20,000 (income $10,001–$12,000/month). This is disbursed as CPF OA credit upon purchase.
Second-timers receive no CPF Housing Grant for EC purchases.
Resale Levy: Second-Timers Only
Second-timers buying a new EC are subject to a resale levy payable to HDB. The levy amount depends on the type of previous subsidised flat:

The levy is deducted from the EC proceeds, not payable upfront. It reduces your effective purchase price advantage.
EC Purchase When One Party Is First-Timer, Other Is Second-Timer
If one applicant is a first-timer and the co-applicant is a second-timer, the household is classified as a second-timer household for ballot purposes. You compete in the second-timer ballot. However, one may still access a partial grant depending on the specific HDB scheme rules at the time of application.
If You’re a Second-Timer: Still Worth It
The resale levy and lower ballot priority don’t eliminate the EC value proposition for second-timers. Even after paying the levy, the discount to private condo pricing is significant. Second-timers simply need to budget the levy amount as an additional cost and register with realistic expectations for the ballot.
