Rohan turned 35 last October. For years, he’d been watching his married colleagues buy their ECs while he waited. Under the Joint Singles Scheme, he finally has a path in.
But it’s not as straightforward as a couples purchase. Here’s what singles actually need to know.
Joint Singles Scheme — The Basic Rules
The Joint Singles Scheme allows two (or more) eligible singles to jointly purchase a new EC or BTO flat. Both parties must be:
– Singapore Citizens
– At least 35 years old
– Not currently married or divorced
– Combined income within the EC income ceiling ($16,000/month)
– Not owning private property (no private residential property in the past 30 months)
You can apply with a friend, sibling, colleague, or any eligible SC. You don’t need to be related.
What Unit Type Makes Sense for Singles at Tengah Garden Walk?
The 2+Study at 70 sqm is the sweet spot for joint single buyers:
– ~$1.1M–1.2M purchase price
– 1 study room (can be converted to bedroom or office)
– 2 bathrooms
– Balcony
At $1.1M with a 75% bank loan:
– Loan: $825,000
– Monthly instalment at 3.5%, 25 years: ~$4,130
– Combined income needed under MSR 30%: ~$13,770/month
Two working professionals in their mid-30s earning $6,000–8,000 each can typically qualify comfortably.
What Happens If One Joint Owner Wants to Sell or Marry?
This is the conversation most joint singles avoid. But it’s important.
During MOP, you cannot sell the unit. If one party gets married and wants to start a family in a bigger place — they’re stuck until MOP ends.
After MOP, both parties must agree to sell. If one wants to keep the unit and the other wants out, you’d need to buy out the other party’s share (requires bank refinancing) or sell.
If one party marries during MOP, they can technically remain as a joint owner — but they’d need to comply with HDB rules on ownership of multiple properties (their spouse can’t own other HDB or private property if they’re added to the EC).
These scenarios are manageable but need to be discussed upfront with your joint owner.
Ownership Split Options
Joint singles can own in equal shares (50/50) or unequal shares, depending on financial contribution. The ownership structure should reflect CPF contributions and cash paid.
Get a lawyer to document this clearly before exercising the Option to Purchase.
CPF Usage for Singles
Each buyer uses their own CPF OA balance independently. If one has more CPF and the other has more cash, structure the payment accordingly.
Singles who’ve been working since 22 should have meaningful CPF OA balances by 35. At $5,500 monthly salary, CPF contributions are ~$2,475/month (employee + employer). Over 13 years: ~$386,000 — more than enough for the 20% CPF portion of a $1.1M purchase.
Is JSS at Tengah Garden Walk a Good Deal?
For eligible singles, yes — with caveats.
The alternative is waiting until marriage (uncertain timing) or buying a 1-bedroom EC (only 6 units at Tengah Garden Walk, gone fast). JSS with the 2+Study gives you a liveable space, an investment with EC advantages, and the flexibility to rent out a room for income during MOP.
The main risk: relationship between joint owners souring during the 8–9 year hold period. Go in with eyes open and a clear agreement.
